The VIPER collaboration was initiated in 2005 as one of the areas of focus at the Institute for Advanced Learning and Research (IALR).  IALR was founded as a means to provide additional educational opportunities to the area, as well as spur economic growth by attracting and developing advanced technologies that could leverage the native assets of south side Virginia.  VIPER was positioned to take advantage of the motorsports activities in the region surrounding such venues as Virginia International Raceway, Martinsville Speedway, and South Boston Speedway while attracting business from the substantial motorsports industry located in the Charlotte, NC area.  By pooling the resources and talents of Virginia Tech and Old Dominion University, as well as generous support of the Virginia Tobacco Indemnification and Community Revitalization Commission (Tobacco Commission for short), VIPER was founded to provide engineering services and research to primarily the motorsports industry, however since its inception VIPER has provided similar performance engineering services to OEM automobile manufacturers, the Department of Defense, and NASA among others.
